Mr. H.W. Dekker



Heidi specialises in administrative law with a focus on environmental law and planning law. She advises on aspects of administrative law related to area and project developments, such as permits and zoning plans, and on general questions of administrative law, such as public access to government information and subsidies.

Where necessary, she represents clients in litigation. In addition, she acts on behalf of clients in environmental matters and nature conservation proceedings, for example, representing companies involved in disputes about (the enforcement of) environmental permits and providing advice on the permissions required pursuant to the Nature Conservation Act. She has already closely studied the Dutch Environmental and Planning Act, which (expected to) enter into force on January 1, 2022. Because of her work experience at several government agencies, Heidi understands how to deal with administrative bodies. She gets quickly to the heart of the matter and takes pleasure in giving clear and practical advice.

Heidi has experience with legal challenges in local, national and international context, and has represented both government authorities and private companies. Her goal is to achieve the best possible result. Quality is of utmost importance to her. She also has a keen eye for the procedural rules which means she works proactively and is rarely caught by surprise.

Before joining Wijn & Stael, Heidi worked as a lawyer in the Real Estate & Construction division of CMS and, between 2007 and 2015, she was employed at the Administrative Jurisdiction Division of the Council of State (the highest general administrative court in The Netherlands), where her area of responsibility included environmental and administrative law cases, for example regarding administrative enforcement decisions. In 2015 and 2016, she was seconded to De Nederlandsche Bank (the Dutch Central Bank), where she extended her knowledge on supervision, enforcement measures and consenting procedures. Because of her (extensive) experience Heidi easily makes a realistic assessment of a case .

Projects that Heidi has recently been involved in include the transformation and development of various former business parks, the environmental law aspects of business operations in the food sector and waste processing industry, the realization of an electricity interconnector, the construction of distribution centres and various real estate transactions which included aspects of administrative and environmental law.

Heidi has registered the following principal (and secondary) legal practice areas in the Netherlands Bar’s register of legal practice areas (rechtsgebiedenregister):

  • Environmental and planning law (Environmental law, Planning and zoning law, Nature Conservation law)

Based on this registration, she is required to obtain ten training credits per calendar year in each registered principal legal practice area in accordance with the standards set by the Netherlands Bar.
